Monitoring and evaluation framework for the digital transformation programme in the cultural sector
The challenge
The digital transformation of the Flemish cultural sector is in full swing, but a systematic approach is needed to properly understand and steer this evolution. In this research project, carried out by VUB/SMIT and IDEA Consult on behalf of the Flemish Government’s Department of Culture, Youth and Media, we developed a monitoring framework that makes precisely that possible.
The framework makes it possible to monitor the progress of the digital transformation in a continuous and structured manner and to evaluate the impact of digital projects. This provides policymakers and the sector with valuable insights to adjust their strategies and effectively support the digital transition.
Approach & results
We examined how the digital transformation of the cultural sector can be monitored on the basis of the strategic objectives (SD) of the digital transformation programme of the Department of Culture, Youth and Media. To map this out, broad indicators are used, such as digital participation, accessibility of digital platforms and audience diversity. External factors, such as economic trends, new technologies and legislation, are also taken into account, as they can accelerate or slow down the transformation.
The framework also enables the evaluation of the progress and impact of specific projects within the programme. At this level, the focus is on the operational objectives and associated projects of the digital transformation programme. Measurements are taken to determine whether planned activities, expected outputs (such as tools delivered) and intended outcomes (such as time savings, higher satisfaction or greater participation) are actually being achieved.
This approach provides insight into both the broader picture (how is the sector developing as a whole?) and the concrete impact of individual projects.
