Ambitions deserve resources. IDEA Consult helps governments, healthcare and welfare organisations, and non-profit players to translate their plans into feasible projects and appropriate financing. Because these are often public tasks rather than commercial services, subsidies are needed to complete the circle.
Our subsidy services follow two tracks. With IN, we support organisations in finding subsidies, submitting strong applications, and implementing and accounting for projects. With OUT, we assist governments and funds in shaping their subsidy policy: from considering whether or not to use subsidies to designing, updating, and evaluating subsidy measures.
Services
Acquiring subsidies as a board or organisation (Our “IN” offer)
- Subsidy scans: We use subsidy scans to identify subsidy opportunities for a project, organisation, investment, multi-year plan or policy plan. We scan at all levels: provincial, Flemish, federal, European and private.
- Subsidy manager within the organisation: We temporarily or part-time take on the role of subsidy manager within the organisation. We assist in acquiring and monitoring subsidies, while at the same time organising and embedding the subsidy process in a structural manner.
- Coaching and training: We coach teams towards a strong application and help improve dossiers in a targeted manner. Our “subsidy management” training courses and programmes are tailored to your sector and maturity. We organise practical sessions (e.g. VERSO boot camps) and also guide partners and consortia in the run-up to calls, so that everyone speaks the same language and responsibilities are clear.
- Project development and grant applications: We turn ideas into a convincing project and a promising grant application. This starts with sharp scoping and bringing together the right partners, followed by co-creation of objectives, activities, budget, indicators and impact.
- Project management: Once approved, we keep your project on track with clear planning, governance and stakeholder engagement. We take care of the administrative and financial follow-up with a comprehensive audit trail and ensure that reporting deadlines are achievable.
Subsidies as a policy instrument (Our offer ‘OUT’)
We support governments and funds in designing or revising subsidy instruments to ensure they are impactful, feasible and evaluable.
- Subsidy vision or framework: To help you make an informed decision about when subsidies are the best choice, IDEA assists in drawing up a subsidy vision or framework. For example, we developed an assessment and design framework for the subsidy policy of the Flemish Government's Department of Environment. Even when subsidies need to be cut for budgetary reasons, it is important to do so in a well-considered manner and not to prune the flowers along with the weeds.
- Subsidy design and optimisation: We design or update subsidy programmes and regulations, based on the policy objectives and the impact you want to achieve. We map out an end-to-end process flow – from launch to payment – with clear roles and lead times. Everything is tested for feasibility and administrative burden, including Q&A, communication and service design. An example is the subsidy regulations for KOERS 2.0.
- Impact evaluation of subsidy flows: We carry out ex-ante and ex-post evaluations of subsidies and programmes. We assess efficiency and effectiveness: are we reaching the right target groups, are projects being carried out at acceptable costs and do they demonstrably contribute to the objectives? The outcome is sharp advice with concrete recommendations for adjustment, simplification or upscaling, including scenarios for the future.
