
Dagmar Croes

Dagmar Croes is a consultant in the Regional and Local Governance team at IDEA Consult. She leads strategic projects and policy evaluations relating to sustainable development, with a particular focus on territorial transitions, policy lessons and forward-looking strategies.
Drawing on her background in Law (KU Leuven) and Sustainability Science, Policy & Society (Maastricht University), she bridges the gap between policy, research and society. She works on a wide range of projects, from regional development and sustainable food transitions in rural areas to green and caring living environments in cities. In doing so, she combines analytical rigour with a broad systems perspective, whilst always keeping an eye on both the substance of policy and the administrative context, as well as stakeholder engagement.
Dagmar translates complex issues into clear insights, practical evaluation frameworks and strategic choices. Her experience at the European Commission further strengthens this expertise. There, she contributed to the European Green Deal, the New European Bauhaus and policy and foresight initiatives within DG MARE, and gained in-depth knowledge of European policy development and funding.
