Biennial Monitoring Report of European Partnership (2026-2028): IDEA Consult & PPMI kick off a news flagship assignment
IDEA Consult, in collaboration with PPMI, is excited to kick off a key new assignment: the production of the 2026 and 2028 Biennial Monitoring Reports for European Partnerships. These reports will provide a clear and accessible overview of the impact and performance of over 60 EU partnerships.
The challenge
European Partnerships are one of the EU’s flagship tools for tackling big societal and industrial challenges. There are more than 60 partnership programmes that bring together 30+ countries, the European Commission, industry, and research organisations to pool resources, coordinate long-term R&I agendas and accelerate solutions in areas such as clean energy, digital technologies, agri-food, mobility, health and advance materials.
Thay have a simple but ambitious purpose: align efforts, scale impact, and ensure that Europe stays competitive in a fast-changing world. As these partnerships grow in number and importance, so does the need to understand what they are achieving.
Approach & results
Together with PPMI, IDEA Consult will produce the 2026 and 2028 Biennial Monitoring Reports, offering a clearer, more accessible overview of how partnerships perform and how they contribute to Europe’s priorities. The work focuses on making the results meaningful and useful for the interested readers:
- Robust evidence for decision making: readers will receive a solid picture of partnership’s performance, competitiveness and alignment with EU priorities
- Greater transparency: countries, organisations and partnership managers gain a clearer picture of contributions, participation and returns
- Less work for partnerships: the reporting process becomes smoother and user-friendly, making it easier for partnerships to focus on insights rather than administration
- Enhanced strategic value: the Biennial Monitoring Reports feed directly into policy developments, including partnership renewals, Horizon Europe, and ERA governance,
